How do I maintain a list of private contacts? Example, company banking contacts and information, just for management etc... I don't want all users to be able to access certain contacts.

This functionality is available with the Community (Open Source) Edition of Odoo, so you can back port the change to your own version if you are not on Version 12 yet:
