Sorry, you are not allowed to modify documents of type 'Report Action' (ir.actions.report). This operation is allowed for the groups:
- Administration/Settings - (Operation: write, User: 16)
please help me to solve this.

You can review the Groups Administration / Access Rights and Administration / Settings from the menu sequence:
Settings -> Users - Groups
Look at the Access Rights tab to see the models/objects that each group is allowed to read, write, create and delete.

check the report template is assigned with any security groups
no it is not assigned to any group it is global
