Our company manufactures garments. We make to order (MTO) and make to stock (MTS). I understand the stock moves for make to order. How can I set up an easy route for make to stock? 

When I need to replenish stock, I assume you want to start with a manufacturing order. This moves raw materials to production and then finished goods when the MO is complete. However, I would like to easily issue many MOs at once for size and color variants. The easiest way to do this is from a sales order/delivery order. But I am not selling to a customer so I don't want delivered goods to leave my stock. Should I just cancel the delivery order after my products are manufactured? 

Is there a better workflow that I have not found yet?

You could create a Replenishment rule (Inventory > Operations > Replenishment) this allows for defining a trigger (manual/ auto), preferred route (manufacture in your case), Min quantity, Max quantity and also multiple qty in case you have batch size restriction 

You can select and action (Order) multiple MOs (different products)
