Hello to everyone

I have a problem with Odoo,

the problem is our factory has mto and mts products(mostly mto) and the procedure is :

for products that are already in the database the sales department sales them and we manufacture them,

for new products, the sales team gives information to the engineering department and they fill in BOM the price and the code of the product and add it to products so the sales can sell them.

my problem is that my product has too many Attributes and variants and they are created dynamically but are only added when the sales department makes a quotation and approves it I need only my engineering department to add them, I would appreciate if anyone could help me solve this problem.
