Dear Monica Sena,

First, you need to go to the apps menu and search module named 'base' and upgrade the module and check the error is fixed or not while accessing the settings. If you facing the same error after upgrade the base module you need to set the fiscal year. for setting up the Fiscal year. To define your Fiscal year, go to the menu Accounting or Invoice > Configuration > Periods and click Fiscal Years.

Thank you Ajin. I have done all that but the error still persists I have upgraded base , and the fiscal year is set to this year and other suggestions to help resolve this? Thanks

Hi Ajin,

Thank you for  the answer Ajin . I have updated base  but the error is still there and I am using odoo 13 community edition and have no option for fiscal years . I am however installing a free odoo 13 accounting app by odoo mates .I will update you if that works .
