when uploading product list, and put EUR as currency in the excel file, it gives the above error despite not having a partner_ID in the template which is downloaded from Odoo.

In which menu you are trying to upload the product list?
If it's on the Sales or Purchase, make sure the value for Customer or Vendor (partner) is given.
