I am trying to configure odoo11.0 in Pycharm. I have found a tutorial here:

I get stuck at step 5 quoted here:

I have already PostGreSQL 9.5 installed and I do not know to configure it. Can somebody help me?
Thanks, sorry for the basic questions but how do I add "PostgreSQL's bin directory to my path"? Do they mean a path in Pycharm? The thing is PostgreSQL is already in the odoo11 folder. It came with the installation of the nightly-version.
