How many apps can I download for this community version?

As many as you like. But be careful. Do only install apps which are compatible with your Odoo version and are from reliable sources. Do always make a backup before you install an app if you are unsure because a corrupt or faulty app can seriously destroy your installation.
what community version is recommended that is most stable and has compatible apps? Are most of the popular useful apps adapted to the latest version of community? (11?)

There is no limits..!
As many as you like. But take apps only from reliable sources. like "https://www.odoo.com/apps". also check the version of odoo and the apps. must be the same.
