My Healthcare business requires access to Odoo for both of my sales reps and compounding technician. Can they use both Manufacturing and POS apps simultaneously? If not, do I have to purchase Multiple Users for this to work? Thanks

Any number of people can share a login and can use Odoo simultaneously on different computers.
You will have no way to give each of them different permissions.
If anything is created, updated or deleted when you don't want it to be, your Sales Rep and Technician can each say "it wasn't me, it was them" and you will have no way of knowing.
I would be very concerned about how you would protect personal Health Information from being shared to people that don't need it without a unique login for each person using your system.
In a Multi Company environment, one person changing to another company will happen for both people but may not be noticed by the other person.
If you are not concerned about these factors then share a login between them.
