Is there any change in the working of 'Make to Order' route in Odoo 13. When i try to create a Sale order for a product that set to Make to order route, a Purchase order is not creating. If the product quantity is zero 'Make to Order' works fine, but if the product have quantity it will not create a PO even the route is MTO.

This has been changed in Odoo 13.
WH: Stock → Customers (MTO)
Action | Pull From |
Operation Type | YourCompany: Delivery Orders |
Source Location | WH/Stock |
Destination Location | Partner Locations/Customers |
Supply Method | Take From Stock, if unavailable, Trigger Another Rule |
So if you change the supply method to "Trigger Another Rule" it should behave the same as in Odoo 12.
Yes, i have checked it, i have no RFQ, but when the product have quantity it directly creates a SO, Not creating the PO.
(If the product quantity is zero it works fine.)

check another PO, also check is any vendor associated with product.
There is no PO in RFQ state, yes there is vendor , the issue is when the product has quantity , if the product have zero quantity it works fine. The issue is in Odoo 13
i checked in my version 13, in odoo.com, it is working. have some custom add on in your db?
Did you try to create SO for a product which have quantity ? i have issue for product with onhand quantity.
yes. normaly if route not changed it work the same bulk method in 12,11,13(no matter wich one). but in your case looks like, thaty you make changes and now it work as MTO+MTS (https://odoo-community.org/shop/product/stock-mts-mto-rule-2466?search=MTS%2BMTO)
