Is there any function of discuss module which can be called to notify an action is done to a particular user or any group of users from my own custom module to my own group through discuss inbox or notification?

Check addon "Automated Action Rules" (base_automation). You can find it in the Apps if you disable Addon filter.
Then you can assign action to a module with triger "on creation". Actions can for example send email to particular user.
