Here you used both the external id and the name of the tax. So please use any one of them [I prefer the external id:- so that there will be no confusion]. If you have more than one tax to configure please separate it by comma

The validation says that you are trying to import value into a field from multiple columns in your import file. So you just need to map one of the column from sheet to this field, from the last shared image in the question, just select one of the field. You can click on cross mark to remove it from importing.
