We've been using various hosting providers for Odoo for different setups and different clients. In our experience, Vultr is the best if you can manage the server yourself. If not, there are quite a lot of managed options. We actually did a comparison of the best ones

I beleive you are talking about VPS sizing. In which case we would need to know what kind of load the server would have to take. Users, type of modules used, etc...
