I found the problem.  For some reason, on the two payment methods (Journals) I had created for Check Received and CC Payments Received, the Default Debit and Credit Account had become unset.  I'm using Two Step Process with an "Undeposited Funds" account like discussed here https://www.odoo.com/documentation/user/10.0/accounting/receivables/customer_payments/check.html#configuration  so it was necessary of course for those two methods to hit my chosed Chart Account for holding the Undeposited Funds.

Problem seems to be solved.

The problem happens both when trying to register the payment directly against an invoice and when simply creating a customer payment manually not related to any specific invoice. I can accept payments to my journal I created for PayPal and Cash, so I think it is a specific setting or sequencing issue with the two problem journals.
