I want to restrict the pipeline access for the users other than admin that the user can only see his leads not the leads and pipelines of admin or other users but admin can see the leads and pipelines of all the users

Simply use Access Right Groups...
any user in "User: Own Documents Only" which is in Sales App will see just his own documents including leads.
