We have a brand new Dell Laptop with Windows 10 Pro 64 bit, and Odoo 13 windows installer from odoo.com. We have tried installation several times and for some reason the Postgresql does not get installed, at least not as a service.

The postgres checkbox is active in Odoo installation (to indicate that Odoo installed has not detected local Postgresql), and postgres binaries etc get installed under Odoo installation directory. Installer thows no errors. 

But no Postgres gets installed as a service, thus no postgres cluster gets activated, thus odoo cannot start at all. 

Any idea what's wrong with Odoo 13 windows installer?

No. You will get better performance running Odoo on a VM than natively on Windows. There are install scripts available that will have it installed and running in less than 2 hours.

Please stop odoo service, and Postgres also (if it is visible). Then uninstall both. restart the system. Then run installer as adminstrator.

Some times some details stuck in registery. Thats why it is not working. We faced same issue with odoo11. and doing this got us out of it.

I managed to solve this case of mine.

A little bit similar issue was introduced here https://stackoverflow.com/questions/54631443/win-10-postgresql-11-database-cluster-initialisation-failed and this one solution was suitable here as well.

In my case the pitfall was that my Windows 10 Pro is English but my Locales (and keyboard setups) are for Finnish use.

Somehow (obviously due to OS installation for English) the default setting in "Region / Administrative" for Finnish locales was ticked for use of non-Unicode programs.

I changed the locale for English and unchecked the box - this required also the restart of the laptop.

After that, I ran the Odoo 13 installation exe-file and it went fine - no prob's.

Obviously this prevented the service "PostgreSQL_for_Odoo" appearing in Windows Services.

Late reply, I suggest you proceed to your registry,"registry editor" , then proceed to the folder HKEY LOCAL MACHINE, then Software and delete the folder named Postgresql. HKLM\Software\PostgreSQL
