Tudo começou com a fundação da Unidade de Reforma da Administração Financeira do Estado (RAFE), em 1998. Com esta unidade, a governação eletrónica (e-Gov) em Cabo Verde deu os seus primeiros passos para a melhoria da eficiência e eficácia da Administração Pública, através de novos instrumentos de gestão orçamental, financeira e patrimonial suportada por uma plataforma tecnológica moderna e por técnicos nacionais. Em resposta à crescente procura, foi criado, o Núcleo Operacional da Sociedade de Informação (NOSi), como Unidade Operacional da Comissão Interministerial para a Inovação e Sociedade de Informação, presidida pelo Primeiro-Ministro de Cabo Verde.
Desde então, grandes ganhos têm sido alcançados, em particular no domínio das infraestruturas e no de conteúdos aplicacionais.

It all started with the founding of the State's Financial Administration Reform Unit (RAFE) in 1998. With this unit, e-government (e-Gov) in Cape Verde took its first steps towards improving the efficiency and effectiveness of Public Administration, through new instruments of budgetary, financial and patrimonial management supported by a modern technological platform and by national technicians. In response to the growing demand, the Operational Nucleus for the Information Society (NOSi) was created, as the Operational Unit of the Interministerial Commission for Innovation and Information Society, chaired by the Prime Minister of Cape Verde. Since then, great gains have been made. Achievements are found, in particular in the field of infrastructure and application content.
