We update our system from Odoo 13 to Odoo 15 and now every time I receive products the Odoo allocated automatically all products inside the sales orders I have, it's possible disable this option and the system only allocate this products if I click in Check Availability inside the sales order ?

You may need to change the reservation method to manual
Inventory > Configuration > Operations Type Edit Delivery Orders to select Reservation Method as Manual
