claim set responsible

In the customer portal when a customer creates a claim, it is setting themselves as responsible.  I cannot find anywhere to change this.  I even tried changing it with an automated action as a temporary fix, but that did not work due to permissions.  What is the proper way to set the responsible user for all incoming claims?
