First you need to create a table for city then inherit res.partner table and add a new many2one field for city. I think it will resolve your issue

Sorry for the delay. You need edit your code or create it as a new module (http://exploreodoo.wordpress.com/2014/08/21/create-an-odoo-module-in-4-steps/) then create a table for your "city" (http://exploreodoo.wordpress.com/2014/08/25/create-table-view-and-menu/) then you inherit res.partner table add the filed. After that install your new module. then your changes will take place.
