How to track products given to employees and manage inventory by using only Inventory Module in Odoo ?

Suppose, a software company needs to manage their inventory. They provide their employee devices, foods, etc for use until they belongs to the company. The wants to track every piece of device, like who belongs to which device and how many devices are in stock currently. They needs to see the devices belongs to a employee. Assume that, here sales and purchase is not necessary and those module will be avoided to install. The company wants to use only inventory module of Odoo. The main things here

The most straightforward method (although Odoo might not be the best choice for such a job) would be to create a inventory location for every employee and track which devices are assigned to employees that way.
You could create devices as storeable products tracked using serial numbers and move them to each employee's location when assigned and move them out when unassigned.
