Marcela is a senior innovation manager in the Ministry of Economics and Innovation within the Uruguayan government. She is responsible for the management of organizations dedicated to the generation, adaptation, and diffusion of science, technology, and innovation on behalf of the government of Uruguay.
Marta Abilleira is a Professor at the University of the Republic. Uruguay's most important, oldest, and largest university. Marta also serves as a government advisor.
Abstract In recent years, Uruguay has developed a digital agenda strategy that has allowed the country to make significant progress in this field. In 2018, Uruguay became part of Digital 7 (D7), now known as Digital D9 (D9), a collaborative network of the world's leading digital governments, with the common goal of harnessing digital technology to improve citizens’ lives. As part of this agenda, with the goal of improving the quality of public spending to obtain evidence of greater quality and sophistication for the decision-making process, the Ministry of Economy and Finance, jointly with the National Agency of Electronic Government, have developed an "Intelligent Government" strategy to achieve the systematization of processes and good practices throughout the public administration. For this purpose, they have chosen Odoo as base tool and have adapted it to the needs of the Uruguayan public sector, creating a specific Government Resource Planning (GRP) tool for the public sector, demonstrating Odoo's potential and flexibility. The presenters are part of the team that is carrying out this strategy, which has currently reached a coverage of 70% of the National Ministries. The goal of this presentation is to narrate the Odoo Experience in Uruguay, showing the adjustments made, the functionalities specifically incorporated for the public sector, which of them can be subject to generalization, the results obtained so far, the current challenges and the future roadmap. Usually governments (especially in Latin America) have a centralized vision of this topic, Uruguay has developed a distributed system and strong inter-operation strategy with cross-cutting entities, thus developing a solid platform for all financial operations of a public organization and consolidating a specific product entirely based on Odoo.
