Basic Migration 11 to 12

I just reinstall odoo 11 on debian 9.11 without module firstly to migrate it to 12 with openupgrade to apply this method with my database later.

But when i type this command : OpenUpgrade/odoo-bin --addons-path OpenUpgrade/addons -d migr --update all --stop-after-init --logfile /tmp/migration.log

This return the following error :
