Before committing to Odoo for a CRM solution, I must find out if data will ever leave the U.S.A.

You will need to manage your own hosting (on premise deployment) if you require geographic isolation to the U.S.A.
Via the Odoo.sh hosting offering, you are able to choose to locate your container at any of the following GCP data centers:
- Europe: Saint-Ghislain, Belgium
- Americas: Council Bluffs, Iowa
- Asia: Singapore
However backups do leave the U.S.A.
"Backups are replicated in at least 3 different data centers, on at least 2 different continents."
Several Odoo Partners offer to host and backup within the USA.
