Please help me how to give user access right on qweb report ?

Just See the and Open the Reports Menu from the below
First Enable the Technical Feature from the Odoo and then
Setting >> Reports >> reports
OpenYour report which you have created and You will find the one Security Group Tab is there
You should set the Group from the specific report and check and use the different user login see the report
