I am setting up a new server to self-host Odoo v9. After a successful install, the Technical Features option is not visible on any user settings form including the default admin user. What am I missing? I did not have this issue on prior installs.

You should get it when you activate the developer mode, see how to do it here:

After additional googling, I learned that this functionality is available in Developer mode only. The method to enable Developer mode is described here https://www.odoo.com/forum/how-to/developers-13/how-can-i-activate-the-developer-mode-83
This behavior seems to have begun with Odoo V9.0c. For my prior instances, this step was not required.
