for the CE of Odoo 12 RTL display (arabic for example) is not supported , only words translated but the display still left to right
today I test a runbot and RTL is supported

is there any explanation ? and if i download the latest odoo 12 source , I ll find it supported or not ?

According to msh-odoo's answer in your linked thread it is supported out of the box, in EE and CE.
Please test the latest version first.
