Hello, we use our own domain but are hosted by Odoo. I am an administrator in our domain and have access various HR settings, but cannot access the general user settings--for example, to grant additional access to another user.

We are self hosted (community edition?) and it is the free version.

I was recently asked if this is our own instance and I think I have made this clear above. I would also appreciate not being asked to explain and also having the thread closed--this makes it impossible for me to answer...

You have nothing made clear and you contradict yourself, what is it now, self-hosted or hosted by Odoo? The Odoo community edition is open source and there is a free trial available for the Odoo Enterprise edition.

If Odoo is hosting your database you can log a Technical Support ticket at https://www.odoo.com/help to get help with how to get access to the Settings App.

But maybe you simply want to know how to activate the developer mode in order to get full access to all settings?

In Odoo 13 for example go to the Settings dashboard and scroll all the way down to the corresponding option.
