It is possible and there will be its own difficulties also, functionally and technically it is possible to achieve as odoo 8 allows to export the data and in 14, using the import feature you can import it in 14.

Once you export the data from 8, you may have to adjust the exported data, so that it can be imported in 14. There are lot of changes between the version and all those has to be considered while performing this operations.

Also for migration if you are using community and technical resource is available, you can consider using the Open Upgrade project and if you are moving to 14 EE, you can try odoo enterprise upgrade options.
