Well it's used at some places when we need the user timezone server
side. Avoid errors, always set the same as your OS timezone.

Indeed all datetime are stored in UTC and manipulated (internal methods
or RPC) in UTC. It should be converted in the user TZ only at the last
moment (rendering).
As said Ray, if it's not the case somewhere, it is most likely a bug.
