1) I agree with the comments on translation quality above. Not all translation efforts are correct.

2) Fixing wrong translations is much harder than translating new ones (not to mention how they happened).  Our team is putting lots of effort on this. This is not considered as a performance indicator anyway.

3) Translating the last %1 is very hard. They are either very long translations which are not worth to translate (like demo text) or some modules which doesn't really matter in one language (like localization of other countries).

I had a little look at the spanish tranlsation and how they manage to get 100% translated.
First: it is a really awesome work they have done.

But they don't translatet everything word by word from other languages than english in to spanish.
I think, if we also move this way, we can increase our percentage massively.

Some things aren't translated but moved to and some things are only rudimentary translated.
Here are two examples:
