No, this reporting is based on quants and moves, not on locations. Remember, deactivating only hides the record itself, not related documents or transactions. Try it on runbot with demo data: deactivate the "Shelf 1" location and look at reporting, inventory valuation, etc. Everything is still there as expected. Exactly the same result if you deactivate a customer: orders, invoices, accounting entries for that customer are still visible, otherwise all accounting would be instantly wrong...
