That's not always practicable.

We work in 7 offices across three time zones. Some accounting tasks are 
done centrally.
For this purpose an accountant will switch to another company, but 
there's no way to switch to the other company's time zone other than by 
changing their computer's OS time zone!

"Company" and "Timezone" are next to each other on the same 
"Preferences" screen, yet only one will do what its name suggests.

This client side conversion at the last moment should use the user's 
preferred time zone as per "Preferences".
It is the _only_ behaviour that makes sense imho.
