I tracked down the problem I was having to a python error on my part.
I had two methods in my controller with the same name, and the second
one was overriding the first.

After I fixed that, I was able to verify that restarting the server
reliably applied the new routes and return responses, so if restarting
isn't working for your, I'd look at the python source as the next most
likely culprit.

I also found this while researching this issue

It didn't help my specific problem but it was helpful to see when I
need to restart the server and when I don't.
