Hello Aziz, as far I know you have now two places where you can store your CSS, backend_assets and frontend_assets, you can access to all your CSS definitions by using them straight in your template code as they where HTML with the condition of being xml-valid HTMLs.

you can achieve this by adding a xml pointing to your new CSS files:

<?xml version="1.0" encoding="utf-8"?>
<openerp>
<data>
  <template id="assets_backend" inherit_id="web.assets_backend" name="Backend Assets">
   <xpath expr="." position="inside">
       <link rel="stylesheet" type="text/css" href="/module_name/static/css/style.css" />
   </xpath>
  </template>
</data>
</openerp>

it also applies for JS files, hope it helps.
