Hi,
  • Install wkhtmltopdf : http://wkhtmltopdf.org/downloads.html  (Windows (MSVC 2013))
  • In system variable on windows add in PATH: C:\Program Files\wkhtmltopdf\bin
  • Restart the OS(systeme windows)

Have you try to add webkit_path parameter in your system parameter under the menu Settings > Technical > Parameters > System Parameters
I usually solve it using this method.

That works for the "report_webkit" module, not for qweb reports unfortunately !

On linux systems, odoo checks for the wkhtmltopdf executable available in the PATH somewhere.  Maybe try to adjust the path envionment variable on windows ?
