I have sent the requirements to Fabien this week-end and I asked him which requirements Odoo SA is interested to design, develop and include in the core.
Based on his answer, we will be able to determine what remains to be done. If OdooMRP or any other project has modules that fits those remaining requirements, we will evaluate them and choose the best one in the interest of the users. There will be no effort duplication here.
As this is a long term process, people should NOT wait for the end of it if they have an MRP project with short term deadline.

I *guess* the reason is one of timing: OCA it helping shape things for
