All reporting engines have a footer height defined somewhere. Webkit on the report, Qweb on the paperformat and most probably rml somewhere too

html prints properly because there's no restriction applied and just the html code is outputted thus the entire content is visible.In the case of PDF the header and footer are limited to a specific height and content gets "cut" when it overflows this height

So it seems like wkhtml2pdf may have some kind of max height of the footer configured somewhere.

Is there any way to get around this?
