Yes. These are Odoo modules.

Three types of blocks:
  - static ones: profile view, prices grid,
  - dynamic but not linked to DB: image gallery (add or remove images,
switch mode: slideshow/grid/, options...)
  - dynamic linked to the database: TOP 10 products, Latest blogs,
form builder...

Yes you can. You will even get the first theme as an example in 35
days, when the campaign is finished. (it's a set of 10 Odoo modules)
The first theme is finished and will be sent to funders in november at
the end of the campaign.

90% of the building blocks do not require python code (even dynamic
ones as they are implemented in JS using web-services). If some
building blocks require python code, they will be merged in the core
and open sourced.
