module version is a more complex topic. Modules has version numbers but
no one cares ;)

The other point is how you handle the development. I agree that a
OCA/project is not proper to develop together. But this is not the aim.
Developing something you can have a clone on your account or on a
sperated repositories and you open a pull request it is (almost) done
the work.

The OCA/project are in the moment more a collection of stable modules
with merge-request of improvements, bugfix or new modules who needs the
last step.
But there are no 'active' development, with features branches, concepts
try and be dead end, bug subversion and PoC no time to finish, what you
find in a developing repository. As a developer your you wish to develop
the best stuff all together and don't care about everything else.

So we should not mix the two thinks.
OCA/projects are a collection of stable modules. So it is fine to have
multi modules in one repository.
The developing is more on the personal level or more inside one small
team at the moment. But this is natural because the first aim of a
module is to solve a customer need, so i see not to change this soon.

Hope this thoughts may help to outline the two different views.
