I'm doing something similar in a bank integration application I have. I store the XML-RPC credentials for multiple OpenERP databases and then programmatically connect to each database and push bank statements to them. 

This could be changed so that you would be connecting to the res.users model. You would be storing information for all users in the centralized database and then pushing changes to each separate database via XML-RPC or via a direct connection to PostgreSQL. 

It sounds like you want something like LDAP but with additional security permissions.
