the actual state of the issue labeling on github is not acceptable. As I know Odoo is very busy, I put some quick thinking into it and copied some best practices from other github projects. 

Please find attached for your convenience a raw document, which you can adapt and make it an internal company policy. I think it is important to rule such (possibly incomplete) concepts rather rapidly and improve later.

You should create an organisational awarness for issue labeling or even make one person responsible for that, because IMO it is the main hinderence of an effective community enabled debugging process right now.

It would be nice if you even would publish such policy to the community, se we can all help enforce it.
