My answer in lines, BTW, I am a venezuelan Developer at vauxoo, for your words no offense taken, 
Hope my other community colleages which are not Mexican Devs aren't offended either, like Ursa Dev's,
to whom we owe this wonderful list, that demonstrate that the worlds is really open.

In line my comments,

As the localization efforts of Odoo S.A. seem only to focus on Enterprise Version one question. 

What is with those customers in Mexico who prefer using the community Version instead.
Community guys are still free to choice whichever fork of the localization free in the wild of the opensource plato 

For example, they can still download the public branch for OML publicly available at:

which has already been forked by many people and has been used as the basis of the "new" localization 
that are available for MX.
You have to remember that Community can still stick to Community version of Odoo.

Does it mean you try to force them to use now the Enterprise Version as a joint effort with Vauxoo and Odoo S.A. by reinventing

Do not mix apples and pear, you were above talking about Community Version,
now you have come off with the Enterprise version, you are free to do so,

We at Vauxoo, we have partnered, please Nhomar & Fabien, insert your corrections here (      ),
with Odoo SA, to offer a SaaS solution, you are not and will not be forced to used those
features, you are free to stick to all other community versions of the OML.

It is very sad that agin the community Versions seems to be cut out piece by piece from future Odoo S.A. developments. Perhaps Fabien can explain what's up!

Community Versions are yet there in the wild, but we, Vauxoo, (Odoo can speak for themselves),
We have our focus and our vision in creating good products and leveraging from what we have already done
It is our right to do so.

Business model designed by Odoo was set pretty clear some time ago.
So cannot we make money from what we have developed and earned over time?

So people is good while giving free the whole Localization, but evil when trying 
to get a profit from their own work? Really.!!!

Why is Odoo together with Vauxoo from Venezuela actually reinventing already existing wheels instead of using already existing resources which come even originally from Mexico!

Why Vauxoo? :
a) Because We have managed to do that.
b) Because We have had the will to reach up to there,
c) Because We are from Venezuela, and we are everywhere,
d) Because We are from Mexico, and do not have One office at mexico, We Have Three office,
e) Because It does not matter to have one or three offices, what really matters is that
we have been working at Odoo, since a long time ago, 
f) Because We at Vauxoo, are both Mexican & Venezuelan, Peruvian, and Panamian, and Whatever nationality in the world wants to come to work to Vauxoo, we will not discriminate any nationality.
g) Because If anyone can do it well, We wan to work with them and praise their job. 
h) because moylop260 / JulioSerna / Olarca / HugoFrancisco, to name a Few are just some 
Venezuelan Guys who were born in Mexican Soils and have lived their entire lives in Mexican Soil. (Yes, Sarcasm)
and are proven to work already successfully in Community and Enterprise Version of Version 9. It is great that Israel has already a ready to use solution for Community and Enterprise Edition but Odoo S.A. seems not be happy with that translation - why not?

Why do you reinvent the already existing and working Translation? I am really not sure if it is trust or simply the fact that Vauxoo is a premium partner having also some sites in Mexico and Argil only a Reseller with huge experience in Mexico.

Customers perhaps should have a look very well connected companies who actually work successfully with Odoo in Mexico and are originated in Mexico and doing who did the Mexican translations already for Version 9 and 10, instead of those who try to reinvent, rewrite or simply perhaps even copy existing wheels and have an office perhaps in Mexico, but are located with their bases outside Mexico.

I think it would be much better to reuse the already build Translation of Argil as this one is available for community and Enterprise Version and if Vauxoo really want to do some additional work they could contribute or place some corrections, but I really doubt that this is really needed by the good translation of Argil!

Again, is the translation the Localization?
