I'm sorry but I don't know of there is a Windows-port of gLabels. But if it isn't you will be able to use templates made by others or in a virtual machine as long as your server are Linux.

It looks like your steps are correct. You can test your label localy at your workstation
using this cli command: glabels-3-batch -o <out-file> -l -C -i <csv-file> <your template.glabels>
and then do the same at the server.
You can also use the test utility for glabels reports working with label-design. You can upload an altered template for each test.
