RE: db not accessible anymoreby
If you make the request with ?debug= in the query, can you see all the files fetched?
And debugging this should be simpler.

I am experiencing a problem on a db running v9E.
Suddenly the instance is not accessible anymore. We have other DB running without problem on the same server.
On chrome "inspect" it shows an error message (snapshot) about Failed modules "web.web_client".
no changes to the code have been done.
I also had this same problem on another db on another server few weeks ago but I've simply deleted the db.
Does anyone had same problem? How did you solved it?
( It ressemble a bug from a year ago https://github.com/odoo/odoo/issues/9495 ?)
