Either you let your customers pay an additional user so they can run Odoo Enterprise - or you pay the fee for them ;-)

Or what might be the much better solution for you use the community edition Version 9.
Get your stuff running in Version 9 or perhaps easier use Clouder in version 9 (currently its Version8)
As version 9 is LGPL you could release your modules under LGPL and GPL  version 3 and you would not need to share the code with others.
You only would need to restrict that only YOU actually can see the module code.

There are actually several AGPL Projects out there which use a similar strategy and setting up / charge for a club membership more or less but the GPL v.3 Code they are using is not accessible from outside.

In your case I would avoid using Odoo Enterprise as in the longterm this will turn out pretty expensive for you!
Using the LGPL/GPL v.3 strategy will help you to keep your code where you want to have it. As it is a hosted solution you can have several other solutions to hide your code from others eyes.

But to be honest, if you want to have a fast growing solution than make it available and let others contribute to it and you will have the best benefit out of it when you would release this under AGPL v.3 as than all others would need to share their code too. ;-)

As long as you pay Odoo for each new user, I think it is legally ok.
Your drawing looks like multi-tenant hosting.  Many hosters do this, is an example of such a solution ( for free, but on
Odoo-Community only ).
