The problem is only when you have many apps installed, and is very simple to fix, as pointed out by Dominique.

The menus are often changed in Odoo community edition. It's very difficult to create custom add-on.
I've created custom add-on for re-organizing the menus in odoo9c. It's works fine. But it's not working in Odoo master, because the menu structure is changed.
If you simply need to re-arrange the menus, you simply need to:- enable the developer mode- Look for 'Settings / User interface / Menus'
Then you can re-arrange the menus through the graphic interface.
Odoo community doesn't bother about the user interface. They are focusing only on enterprise. I've addressed the same issue, But there was no response from the community.
You need to write custom add-on to organize the menus.
The menus are changed often. It's very difficult to promote Odoo community due to the menus organization and user interface.
I don't know why there is a gab in Odoo community version. Sometimes I feel that it's a way to promote Odoo enterprise.
I'm slowly moving from Odoo to erpnext. Because there is no hidden updates in erpnext.
