I am intended to say it is a mistake (At least I hope so because as far as I remember GPL and AGPL are not compatible at all...)
In the OCA so far, we have not heard of any license change or intention to do so by Odoo SA.
It would be good to get some official voice on the topic though (Fabien? Martin? Olivier?)
