It's not Odoo's issue , It's Egypt network that have an issue with SSL / TLS.
The only solution for websites is to use a CDN like CF which have servers inside EG other services like SMTP, IMAP, ...etc. should use TLS not SSL.

I have the same problem on one of my servers. They blocked almost all IPs from Egypt!
It is not a network issue as it blocks only specific server IPs and ports. Other services on the blocked IP and other IPs are working fine.
