While using a multi company environnement, the restrictions you are expecting are what you should get, and odoo official modules has access rights and rules automatically installed to give such restrictions.
But unfortunately, from my experience, this is not the case with all objects and sometimes even with most important ones, you are going to find a lot of objects ( eg. Hr.employee in ur case ) with wrong rules, or even without rules at all.
So just do not hesitate to check access rules in your DB, and see if restrictions exist and if you setup groups for users the right way, if yes and you still have problems: then go ahead and fix rules to fit your needs.
